sadly this is true. a determined individual is most likely going to perpetrate whatever serious criminal intent they have in mind. i don't think electronic devices and injunctions are necessarily going to stop someone who is: a. very determined b. mentally unstable.

could more have been done to prevent this from happening? likely so, but hindsight is always 20/20.
