I'm trying to find out what this sort of item would be called:

A waterproof item that would cover the foot, or the upper part of the foot, as well as the below-the-knee portion of the leg.

The sort of thing a golfer might wear when it's wet ... it's a possible idea for a Christmas present you see, but I've no idea what such an item might be called - anyone know?

Cheers.

That's what popped up when I googled "rain boot covers". Looks like they're commonly used by motorcylcists....

Except that I'm not. My Dad's the golfer of the family.

Actually it's, in a way, surprising that I don't play golf. Not only does my Dad play it, and has done all his life, my Grandfather was a very good golfer - in fact he could have gone pro if it hadn't have been for World War 2. As such he went to war touring Africa and the Middle East, and so by the time he got back home he was past his golfing prime, but even still he was quite the talented player. :)
