Possible to disable this feature?

There is a thing that happens either with java on or off if you miss
clicking read last (by a smidgen)post in thread or momentarily hover your mouse near
certain things you get this SLOW thing that makes a pop up with options.
Really ruins site navigation IMHO.

Never mind I guess.It only does it if you are not logged in.
