Disclosure that applications for courts to sit in secret could themselves remain secret is described as 'deeply disturbing'

That is what happens when living in a country where the people are considered subjects.
There is an old saying in the U.S. that there are 4 boxes of freedom available to the citizens:
Soap Box
The 1st Amendment.
Ballot Box
Voting out those who are no longer representing the people.
Jury Box
Innocent until proven guilty by a jury of one's peers
And when the first 3 boxes have been deemed illegal or subverted by the government, there is the final option:
