Help finding CNN/MSNBC welfare commercial?

Can anybody help me find an only video of this commercial that was airing, either on CNN or MSNBC, over the summer? It was one of the anchors of the station, talking about the history of welfare and how it originated back after WWII as assistance to vets of the war.
