Looters will realize too late that lots of other people had the same plan. Nothing says your planning sucks like catching a .308 soft point in the gut as you and some other rable try to take on the entrenched defenders of the Wal-Mart or whever who got there first and are strong enough, and hard enough to defend it from you.
If a company has an SIP plan they probably have a plan to as to what to do if others try to relieve the rightful owners of their stuff, or such a plan can be improvised quickly enough that looters are going to suffer massive casualties trying to take what they should have already had on hand.
Stocking a few bags of rice and beans, a water filter and a shotgun with a few boxes of shells makes more sense than trying to steal your survival from others.

While the company’s shelter-in-place planning had not anticipated that some employees might return with their families hours after the campus had been evacuated, the program was fully capable of supporting the situation.
That part makes no sense to me.
Surely, with all the careful planning that had gone into the SIP they obviously WOULD have anticipated the return of employees along their immediate family members?
What would be the point of designing, planning and putting into place the SIP, and then NOT using it when the fecal matter hits the fan?
Kinda like buying a $50,000.00 car and then using an old bicycle for all your journeys!
