The reason I didnt aswer #3 is that without more information, that is a hard call to make. If it was well known (especially with evidence from past situations) that someone breaking the "dont let anyone in when we are full" rule would be punished by their own death, I am sure my instincts of self-preservation would make me think twice about what to do.

I was thinking that... classic Freudian slip there! I'd let her in until the zombie threat had moved on, and then if the powers that be decided to kick her out once it was safe to be outside, then so be it. Dude you stole my answer!! I know the counsel probably didn't wan't anyone in the facility because of limited supplies but since no supplies would be "wasted" that wouldn't be an issue. If they would still coldly leave her out there then I'd Shoot them in the head. You just don't do that to another human being. If we let ourselves become that cold then we cease to be what makes us human. And then what would be the difference between us and them again? If we do that then the terrorists win ! Once puberty hits, it's on. I guarantee not one male on here had a problem screwing a 17-year-old chick when he was 15. Well, in the UK you can drink alcohol with a meal in a restaurant at 14, the age of sexual consent, earliest age of marriage and age at which you can join the army is 16, at 17 you can drive and vote, at 18 you have full adult rights so you can smoke, purchase alcohol, drink in a bar, buy/watch/appear in pornography, and pretty much do anything legally (as long as it is legal). Although I agree with the whole "drawing the line at 21" thing as far as women go.
