Name of Book question

Ok, I read this book about 5 years ago when an ex co-worker loaned it to me, I lost the paper that had the title of the book and the author but here is the premise of the book. The book was written in the early 90's, the story takes place in the late 80's, early 90's during George Bush's adminstration. The zombies were fast and could run while other zombies were slow and walked. Two of the main characters were a cop and a CIA(assassian) type operative. The story ended when a Nuclear device was used at the end. If anybody knows what book I am talking about, it would help. Thanks
