Do you think Miguel would have turned?

Okay so say the events following his arm being chopped off go differently and so no need to sacrifice himself. Does he still turn or not?

Impossible to know, as there is no parallel in any other of Romero's zombie movies. None of the other characters in his zombie movies who get a limb bitten also get it amputated in order to see if that can stop the zombification process from happening. Miguel's is the only case where we can see such an "experiment", but unfortunately it never comes to completion because Rhodes goes apeshit and starts executing civilians left & right, prompting Miguel to go kamikaze.

If the infection is in anyway tranported by blood, then Miquel clearly wouldn't have survived. If it's instead some sort of spreading infection within flesh, then he stood a chance I guess.
Look again at that dot. That's here. That's home. That's us. On it everyone you love, everyone you know, everyone you ever heard of, every human being who ever was, lived out their lives. The aggregate of our joy and suffering, thousands of confident religions, ideologies, and economic doctrines, every hunter and forager, every hero and coward, every creator and destroyer of civilization, every king and peasant, every young couple in love, every mother and father, hopeful child, inventor and explorer, every teacher of morals, every corrupt politician, every "superstar," every "supreme leader," every saint and sinner in the history of our species lived there--on a mote of dust suspended in a sunbeam. Miguel did NOT sacrifice himself. He decided to kill himself and take everyone else with him.

    Big difference!
